Capacity Development through Partnership
Iterative learning cycles
Throughout the programme, VVOB in partnership with REB and URCE plans to build the capacity of all Head Teachers, SEOs, Mentor Teachers and Newly Qualified Teachers in the 6 selected districts in Eastern and Western Province. Both in URCE and also in REB, the capacity to carry out a planning, implementation and monitoring and learning cycle for each training cycle for head teachers, mentor teachers and TTC tutors, should lead to a continuous improvement of quality and delivery of the professional development trajectory and make the delivery more cost-efficient.
Therefore, iterative cycles of professional development will be organized for different cohorts of school leaders, mentor teachers and TTC tutors. URCE will develop capacity to research the impact of leadership and induction of NQTs on mathematics for girls and will as such be able to adapt their professional development programmes and renew.
Research evidence
In partnership with REB and URCE, VVOB Rwanda aims to collect robust research evidence, on the one hand on the effectiveness of capacity development of head teachers, mentor teachers, TTC tutors and NQTs (process), on the other hand on impact on learning outcomes of pupils in Basic Education (the final beneficiaries and rights holders), especially on mathematics for girls
The VVOB Rwanda Team
The team in Rwanda is made up of local and expatriate experts, each responsible for specific components within the (LT)2 programme:
- The Programme Manager, together with the Operations and Finance Manager, are responsible for coordination and operations of the Rwanda programmes.
- Programme Coordinators and Education Advisors oversee the coordination of specific programme result areas.
- Finance and Administration staff, lead by the Operations and Finance Manager, ensure the efficient logistical, budgetary and administrative management of programme activities.
Alignment and Sector Coordination
VVOB Rwanda identified synergies and complementarities with other development partners. VVOB Rwanda is very active in the Education Sector Working Group (ESWG) and co-chairs taskforces on School Leadership and Pre-service Teacher Training under the umbrella of the Teacher Professional Development Technical Working Group. VVOB Rwanda is active as well in the Rwanda Education NGO Coordination Platform (RENCP) and a member of working groups within RENCP on Teacher Development, Girls in Education and Community Participation.
Through the Education Sector Working Group (ESWG) and through RENCP, VVOB exchanges information with and aligns its work with the following Development Partners:
- On School Leadership: with Save the Children (SC), British Council (BC), Voluntary Services Oversees (VSO), Wellspring Foundation, the Learning for All programme (DFID), the LEARN project (USAID), and Katholiek Onderwijs Vlaanderen;
- On Mathematics: Education Development Centre (EDC) – L3 project, UR-CE – Centre of Excellence on Mathematics Pedagogy;
- On Induction of NQT and linking pre- and in-service teacher training: Japan International Cooperation Agency (JICA), FHI360, Help a Child (HAC), University-Colleges Leuven-Limburg (UCLL);
- On Teacher Training and the development of a teacher training framework: UNESCO;
- On Gender and Sexuality Education: Forum of African Woman Educationalists (FAWE), UNICEF, UNFPA, Girl Effect, RWAMREC;
- On Inclusive Education: Handicap International (HI), UNESCO;
- On digitalization/ICT: Commonwealth of Learning (CoL); through UR-CE;
- On environment: Rwanda Environment Management Authority (REMA).
VVOB will have a formal partnership with its operational partners, REB and UR-CE, and a Memorandum of Understanding (MoU) with FAWE and REMA
