‘Education for Development’

The Flemish Association for Development Cooperation and Technical Assistance (VVOB) was founded in 1982 as a non-profit organisation. VVOB’s motto ‘Education for Development’ reveals its overall objective to contribute to poverty reduction and to a fairer world with increased opportunities for all. The organisation’s main aim is to sustainably improve the quality, efficiency and effectiveness of education and training in developing countries.

Our focus in Rwanda is on:

  • Primary Education
  • General Secondary Education
  • School Leadership
  • Induction of New Teachers
We want a sustainable world based on equal opportunities through quality education.

We achieve this by technical assistance and by nurturing and developing relations between education organisations in developing countries, Flanders and Europe through processes of exchanging experiences, developing education expertise and awareness raising regarding the importance of education for development.

We support quality education as an engine for development and equal opportunities.

In Rwanda, VVOB is active since 2003, mostly in basic education and also in TVET. VVOB's support addressed teacher and head teacher professional development (pre- and in-service), institutional capacity development, curriculum development, sector coordination and advocacy.

In these fields we achieve sustainable results by:

  • aligning our work with the local education policy;
  • developing education expertise based on know-how from Rwanda and through exchange with Flemish and European bodies;
  • stimulating cooperation between education institutions in Flanders, Europe and Rwanda.

In 2014-2016, our focus was on improving learning outcomes in primary education in Rwanda. We did this through a comprehensive multifaceted approach that targets both effective school leadership and teacher performance, by reinforcing the continuing professional development of head teachers and pre-service teachers and teacher trainers.

For 2017-2021, VVOB Rwanda formulated its goal as follows: 'Leading, Teaching and Learning Together - Umusemburo w'Ireme ry'Uburezi'. Three different projects serve as our goal's pillars:

  1. Girls on MARS
  2. Induction of New Teachers
  3. Leaders in Teaching
  4. Scratc²h 2050
  5. Building Resilience through Leading, Teaching and Learning Together
  6. IT’S PLAY (Improving Teaching Skills on Playful Learning for Africa’s Youngest)

The programme is being implemented in partnership with the Ministry of Education through the Rwanda Basic Education Board (REB) and the University of Rwanda - College of Education (UR-CE); and in coordination with other partners in the education sector.
